In partnership with the Philippine Normal University (PNU), the Maritime Industry Authority (MARINA) has taken on the provision of technical assistance on the competence assessment of seafarers. This is anchored on the new assessment system under MARINA – STCW Circulars 2018-08 and 2018-09.
A Memorandum of Agreement (MOA) was signed on the 15th of March 2019. Through this MOA, the MARINA – STCW office will be assisted by the PNU in allowing the Board of Examiners (BOE) in reviewing the current Table of Specifications (TOS) for assessing the competence for theoretical examinations.
PNU will also collaborate with MARINA in reviewing the assessment tools through universal standard pedagogical methodologies. Test items will be analyzed to ensure their validity and reliability. This is to establish a system for national and institutional passing percentage.
The MARINA-PNU MOA was implemented on March 18, 2019. Its implementation will run until July 31, 2019.
MARINA expressed thanks to PNU as they were willing to extend their resources to improve the skills of the MARINA – STCW officials and staff. This collaboration will allow the MARINA – STCW Office to perform better in creating and evaluating the questions and test items for competence-based exams. This will also enable them to review and replenish database examination systems per the required competence at 20% annually.
MARINA issued STCW Circulars 2018-08 and 2018-9 for the new rules and mandatory minimum requirements for assessing seafarer competence.
MARINA has also been working with schools and maritime training centers to produce competent Filipino seafarers.
