The actions are taken worldwide and within the Philippines, as a result of the COVID-19 pandemic, have severely affected the conduct of training, revalidation of certificates, and ship to shore interactions including effecting crew changes.

CLOSURE OF THE OPITO CERTIFICATE EXTEOPITO CERTIFICATE EXTENSION PROCESS AS OF MAY 1 2021

In March 2020, OPITO implemented a certificate extension process to support the impacted by the Covid 19 pandemic. This process was originally scheduled to draw to a close on 1st May 2021.

GWO ISSUE WITH REGISTERING IN WINDA

There has been a technical difficulty with the WINDA Portal. The issue entails that the delegate may not receive an email with a registration link / notification email from WINDA and are therefore not able to create a profile. GWO is working hard to resolve the issue and expect a resolution the soonest.

ISSUANCE OF OPITO RIGGER STAGE 2 LOGBOOK

Delegates successfully completing the Initial Training Programme will be issued with an OPITO certificate for the OPITO-approved Stage 1 Rigger Initial Training; they will also be issued with a Stage 2 Logbook to complete.

OPITO HELIDECK COURSES

HELIDECK EMERGENCY RESPONSE TEAM MEMBER

Helideck Emergency Response Team Member (HERTM) is a 4-day OPITO course that
aims to equip the offshore Helideck Assistants with the knowledge, understanding and
skills required to perform an emergency response team member role in offshore helideck
and helicopter emergencies.


This course covers lecture and practical exercises on:
Key role and key responsibilities of the HERTM

  • Main elements of helideck emergency response plan
  • Types of potential offshore helideck emergencies
  • General firefighting safety goals and objectives
  • Effective firefighting operations using fixed and mobile equipment
  • Purpose of typical helideck emergency systems and controls
  • Main differences between helideck emergency response on a main fixed or floating installation and a normally unattended installation (NUI)
  • Effective communication with HLO and team members
  • Appropriate respond to HLO direction in emergencies
  • Approaching the incident area in a controlled manner–continually assessing how the
  • changes in the emergency could impact on the safety of other HERT members under
  • the supervision of the HLO
  • BA operations in accordance with HLO directions and safe practices
  • Updating HLO on progress against the plan at appropriate times
  • Respond to non-fire helideck emergencies under the supervision of the HLO
  • Effective search and rescue for missing persons and casualties during the emergency
  • Use of correct casualty handling techniques
  • Working with ER back-up team when required to do so
  • Reporting to HLO any human factors that may affect individual or team performance during the emergency (Team Learning Objective)

HELIDECK EMERGENCY RESPONSE TEAM LEADER

Helideck Emergency Response Team Leader (HERTL) is a 4-day OPITO course that
aims to equip the Helicopter Landing Officer to understand the importance of pre-planning
for and the main elements of the response requirement for a range of helideck and
helicopter emergencies.

This course covers lecture and practical exercises on:
Role and key responsibilities of an HERTL

  • Main elements of helideck emergency response plan
  • Typical organizations involved in a helicopter emergency response
  • Types of potential offshore helideck emergencies
  • General firefighting safety goals and objectives
  • Purpose of typical helideck emergency systems and controls
  • Main differences between helideck emergency response on a main fixed or floating installation and a normally unattended installation (NUI)
  • Effective communication with relevant emergency response personnel
  • Leading the helideck emergency response team in a clear and confident manner
  • Safely directing the HERT members to the incident area – continually assessing how the changes in the emergency could impact on the safety of the HERT members – dynamic risk assessment
  • Giving clear and concise instructions to HERT members during the emergency
  • Effective monitoring of BA control
  • Effective controlling of firefighting operations
  • Controlling the HERT during non-fire helideck incidents
  • Utilizing the ER back-up team via the Team Leader – as required
  • Effective management of missing persons and casualties during the emergency
  • Looking for and responding accordingly to signs of stress in individual HERT members during the emergency

    • Medical certificate
    • HO-IT or HDA IT or valid HLO IT Certificate
    • Valid HERTM or HERTM FT Certificate
    • For UKCS: Radio Operator’s Certificate of Competence (ROCC)
